The job scheduler on BigRed now weights priority more heavily based
on prior usage of BigRed. Thus users who have not used BigRed in the
recent past will get a priority boost. Also, we have limited the
number of jobs that can be in the eligible queue to 16. If you have
more than 16 idle jobs in the queue, the remainder of those jobs will
be blocked.
